Since independence in 1958, no less than 14 "plots against the revolution" have allegedly been discovered by the authorities in Guinea. Several thousand individuals have been accused of "counter-revolutionary" or "fifth column" activities and been detained. President Sekou Toure has stated on numerous occasions that a "permanent plot" existe to overthrow his government, and to install an administration more politically favorable to the "imperialist" powers, particularly France and the Federal Republic of Germany.
Although attempts to overthrow the Guinean Government by force have undoubtedly taken place, the threat of external intervention has been used on many occasions by the authorities to justify the suppression of all forms of internal dissent and to imprison several thousand of its real or alleged critics.
The greatest number of arrests took place following the abortive armed attack on the capital, Conakry, by Portuguese forces and exiled Guineans in November 1970. Soon after the attack was repulsed, the authorities began arresting "internal reactionaries" and "fifth columnists," who, they alleged, had helped in the planning or execution of the attack.
